Requires agencies to notify foster care review boards, foster parents, courts, and tribes before changing a child's foster care placement, with limited exceptions for safety concerns or court orders.

Mandates foster parents receive 3 days to appeal placement changes to a foster care review board, which must investigate within 7 days and report findings within 3 days.

Allows agencies to change placement without prior notice if they have reasonable cause to believe the child suffered abuse, nonaccidental injury, or faces substantial risk of harm, but foster parents may still appeal within 3 days.

Requires notification to Indian child's tribe at least 3 days before placement changes and mandates compliance with Indian Child Welfare Act placement preferences under section 23 of chapter XIIB.

Became effective immediately upon Governor's approval on July 8, 2024.
