Establishes temporary state license fees for food service establishments through December 31, 2027: $4.00 for temporary food service establishments, $25.00 for food service establishments and mobile food establishment commissaries, and $39.00 for transitory food units.

Requires local health departments to collect state license fees at time of application and remit fees to the state within 60 days.

Exempts 501(c)(3) tax-exempt charitable, religious, fraternal, service, and civic organizations and veterans with fee waivers under 1921 PA 359 from paying the state license fees.

Creates a consumer food safety education fund funded by $3.00 added to each food establishment license fee (except vending machines and fee-exempt establishments) to provide statewide consumer food safety training and education.

Creates an industry food-safety education fund funded by $2.00 added to each food service establishment license fee (except vending machines and fee-exempt establishments) to provide food safety training for employees and enforcement agents.
