Extends the timeframe for the department to issue or deny a grain dealer license from 30 days to 60 days after receiving a complete application.

Changes the tolling period for incomplete applications from 30 days to 60 days while the applicant provides requested additional information.

Requires licensees to submit renewal applications at least 30 days before expiration, unless the department issues a temporary permit under section 6.

Mandates the director submit an annual report by December 1 detailing license applications completed within the 60-day period, applications denied, and refunds or fee discounts issued.

Replaces "shall" with "must" throughout the section and makes minor grammatical corrections ("upon" changed to "on").
