Establishes a process for individuals to earn interim teaching certificates through approved alternative teaching programs, requiring completion of at least 12 college credit hours of intensive teacher training covering child development, family relationships, diverse learners, instructional strategies, and classroom experience.

Requires interim certificate applicants to hold a bachelor's degree or higher from a regionally accredited university and pass subject area examinations for each certification area.

Prohibits granting new interim teaching certificates for special education beginning July 21, 2027, though individuals who received certificates before that date may continue teaching special education.

Requires individuals teaching under interim certificates to receive intensive observation and coaching from their school district or academy and demonstrate satisfactory progress toward a full Michigan teaching certificate within 3 years.

Mandates annual reporting to the governor and legislative education committees on interim teaching certificates issued for special education and teacher retention rates for those entering through the interim certification process.
