Creates the Community and Worker Economic Transition Office within the Department of Labor and Economic Opportunity to support workers and communities affected by economic transitions in key industries.

Defines transition workers as those laid off since September 23, 2020 or before January 1, 2040 from transition-impacted industries including fossil fuel energy, internal combustion engine vehicles, building and construction trades, and other affected workers.

Establishes transition activities including income replacement, education and training services, career counseling, benefits replacement, and job creation programs in affected communities.

Requires the office director to develop a community and worker economic transition plan by December 31, 2025 that identifies funding sources, aligns state and federal resources, and recommends new programs for worker and community support.

Mandates annual reports to the legislature beginning 1 year after the effective date detailing transition activities utilization, affected industries and communities, and evaluation of the transition plan's outcomes.
