Adds recess meeting requirements under section 101a to the list of activities that count as pupil instruction time for calculating minimum instructional hours and full-time student equivalency.

Changes language throughout the statute from "as of" to "on" when referring to pupil membership count dates, and from "due to" to "because of" for consistency in phrasing.

Modifies grammar in multiple sections, including changing "failing" to "that fails," "through" to "to," and "then" to remove redundant transitional words.

Allows districts to count recess periods that meet section 101a requirements toward the minimum 1,098 hours and 180 days of pupil instruction required annually.

Takes effect only if Senate Bill No. 535 of the 102nd Legislature is also enacted into law.
