Allows recess time to count as pupil instruction time under the state school aid act if specific conditions are met.

Requires daily recess of 30 minutes for school days of 5 clock hours or longer (can be divided into two 15-minute periods), or 1/10 of the school day for shorter days, in grades K-5 with optional provision for grades above 5.

Recess must be unstructured, child-directed play without computers, electronic tablets, phones, or videos (except as required by individualized education programs or section 504 plans).

Prohibits withholding recess for disciplinary or punitive reasons unless the pupil poses an immediate threat and all reasonable efforts to resolve the threat have been made.

Takes effect only if Senate Bill No. 534 of the 102nd Legislature is enacted into law.
