Creates the Michigan Veterans Coalition Grant Program under the Michigan Veterans Affairs Agency to provide grants to veteran service organizations for allowable expenditures supporting veteran service operations.

Grants distributed from the Michigan Veterans Coalition Fund (on appropriation) to organizations entering into grant agreements with the agency that meet specified eligibility conditions.

Requires eligible organizations to certify they provide accredited veteran service officer hours to connect veterans and families to available federal benefits, with administrative support available as approved by the agency.

Defines "accredited veteran service officer" as individuals meeting qualifications under 38 USC 5904 and 38 CFR 14.629, and "veteran service operations" as assistance and programming to meet veterans' needs including advocacy for Department of Veterans Affairs health, financial, and memorial benefits.

Bill effectiveness is conditioned on Senate Bill No. 541 of the 102nd Legislature being enacted into law.
