Creates the Michigan Veterans Coalition Fund in the state treasury to provide funding for veterans programs and services.

Deposits all money and assets received from any source into the fund, with fund balance carried forward at fiscal year end rather than lapsing to the general fund.

Designates the Michigan Veterans Affairs Agency as the fund administrator for audit purposes.

Restricts fund expenditures to appropriated amounts only, limited to creating and operating the Michigan Veterans Coalition Grant Program.

Takes effect only if Senate Bill No. 540 of the 102nd Legislature is enacted into law.
