Beginning September 30, 2027, the Department of Education shall not approve any teacher preparation program or alternative teaching program unless it includes instruction on dyslexia characteristics, underlying risk factors for reading difficulties, and secondary consequences of dyslexia.

All teacher preparation and alternative teaching programs must provide instruction on instructional adjustments for pupils with dyslexia and methods for developing multi-tiered systems of support (MTSS) in schools and classrooms.

Programs preparing teachers for reading instruction, language arts, special education certification, or school psychologists must additionally teach evidence-based instructional methods grounded in the science of reading and structured literacy for pupils with dyslexia and at-risk pupils, as well as methods for general pupil populations.

The Department may issue waivers for requirements in subsection (1)(a)-(d) for programs that do not prepare individuals for reading instruction, language arts, special education, or school psychologist roles, with waivers reviewed at least every 2 years.

This act becomes effective immediately and takes effect only if Senate Bill No. 567 of the 102nd Legislature is enacted into law.
