Removes requirement for remedial action to comply with department rules; allows compliance with part 201 requirements and applicable state and federal environmental law instead.

Changes cleanup standard from "attain a degree of control or cleanup...that complies with R 299.3(5) or R 299.3(6)" to meeting cleanup criteria for intended land use and restoring affected aquifers to drinking water standards "to the extent technically practical."

Requires department to publish generic cleanup criteria algorithms and toxicity values on its website rather than promulgate them as rules; criteria published on website are legally enforceable when published if rule-making is initiated within 30 days.

Modifies land use restrictions under section 20121 to require department approval before imposing restrictions to reduce exposure, eliminate exposure pathways, or ensure effectiveness of containment barriers, except for interim measures or compliance with separate statutory requirements.

Clarifies venting groundwater response activities must proceed under section 20114b and allows compliance demonstrations through surface water quality standards, variances, mixing zones, site-specific criteria, ecological demonstrations, or modeling demonstrations.
