Bill Summary

• Amends Michigan Vehicle Code section 601c to create new criminal penalties for moving violations that cause injury or death to vulnerable roadway users or individuals operating farm equipment on highways.

• Establishes a misdemeanor offense (up to 1 year imprisonment or $1,000 fine) for moving violations causing injury to vulnerable roadway users, and a felony offense (up to 5 years imprisonment or $5,000 fine) for serious injuries requiring hospital or post-acute rehabilitation facility treatment.

• Creates a felony offense (up to 15 years imprisonment or $7,500 fine) for moving violations resulting in death to vulnerable roadway users or farm equipment operators.

• Modifies sections 303 and 320a to reference the new section 601c subsections (1), (2), and (3) for purposes of driver license suspension, revocation, and point assessment.

• Takes effect 90 days after enactment and is contingent upon passage of Senate Bill 618, House Bill 5223, and House Bill 5224.
