Adds section 79g to the Michigan Vehicle Code defining "vulnerable roadway user" to include pedestrians, individuals using roller skates, inline skates, nonmotorized scooters, nonmotorized skateboards, and wheelchairs.

Expands the definition to include individuals riding equines or driving equine-drawn carriages, and individuals operating or riding vulnerable transportation devices in compliance with the act.

Includes United States Postal Service employees or contractors operating vehicles on rural postal routes while delivering mail or parcels as vulnerable roadway users.

Defines "equine" as a horse, pony, donkey, mule, or hinny.

Takes effect 90 days after enactment, contingent on simultaneous passage of Senate Bill 617, House Bill 5223, and House Bill 5224.
