Prohibits any person from conducting pathogen enhancement engineering or research, defined as altering a pathogen to enhance environmental persistence, transmissibility, pathogenicity, infectivity, or virulence

Establishes felony penalties of up to 5 years imprisonment, a fine of up to $100,000, or both for violations

Creates a $50,000 reward for individuals who report conduct to the department that leads to discovery of violations

Requires the department to notify employees of biological research facilities about the potential reward and distribute education materials including the Biological Weapons Convention Treaty and 18 USC 175

Applies to any person and governmental entities
