Prohibits selling nicotine or tobacco products and accessories to minors under 21 years of age; creates tiered civil fines for violations ranging from $150 to $5,000 depending on violation type, repeat offenses, and whether violator is a licensee or employee.

Requires licensees to verify age through photographic identification and post warning signs at points of sale; grants administrative fines and license suspension or revocation for repeated violations of sales to minors restrictions.

Renames the act from "Youth Tobacco Act" to "Nicotine and Tobacco Act" and expands definitions to clarify coverage of nicotine accessories, vapor products, and alternative nicotine products while excluding marihuana products and FDA-regulated drugs.
