Modifies Section 3 to supersede laws prescribing different duties and legal capacity for individuals 18-20 years of age compared to those 21 years of age, while adding explicit exceptions for marijuana and tobacco regulations

Excludes the Michigan Regulation and Taxation of Marihuana Act and the nicotine and tobacco act from the bill's application to ensure age restrictions remain in effect for those substances

Takes effect only if Senate Bill No. 654 of the 102nd Legislature is enacted into law
