Modifies penalties for minors purchasing, possessing, or using tobacco products to include a fine of not more than $50.00 and up to 16 hours of community service for first violations, with increased community service hours (32 hours for second, 48 hours for third or subsequent violations).

Changes penalties for minors violating vapor product and alternative nicotine product restrictions to state civil infractions for first and second violations (with fines up to $50.00) and misdemeanor charges for third or subsequent violations after two prior judgments.

Creates exemptions allowing minors to handle tobacco, vapor, and alternative nicotine products when undercover law enforcement, employer compliance checks, or federal substance abuse block grant youth tobacco access requirements are conducted with appropriate authorization.

Permits minors to handle and transport these products as part of their employment without violating the law.

Contains a sunset provision (subsection 9) that repeals all provisions upon the effective date of the amendatory act and requires concurrent enactment of Senate Bill 651, House Bill 6002, and House Bill 6004 for this bill to take effect.
