Modifies definition of "companion animal" to remove reference to section 50a definition of service animals and clarifies that companion animals include dogs, cats, and service animals.

Expands restitution requirements to include investigation costs, prosecution costs, seizure costs, care, housing, veterinary medical care, and disposition of animal victims; allows courts to exclude these costs if previously paid through security deposits or bonds.

Establishes procedures for seized animals pending criminal proceedings, including 72-hour notice requirements, 14-day holding periods, and allows owners to post security deposits or bonds to prevent forfeiture of animals.

Creates civil forfeiture process allowing courts to award seized animals to animal control agencies, with hearings to determine if security deposits/bonds are justified and reasonable based on owner's ability to pay.

Authorizes animal control agencies to humanely euthanize seized animals if injured, diseased, lacking useful purpose, or posing public safety threats, with separate court proceedings for public safety determinations.
