Removes the December 31, 2006 deadline that prohibited the Department of Natural Resources from promulgating additional water pollution control rules after that date, except those authorized under section 3112(6)

Eliminates the provision stating that rules promulgated before January 1, 2007 would remain in effect unless rescinded

Makes minor grammatical changes including replacing "the" with "this" when referencing state water resources and changing "or" to "and" regarding surface and underground waters

Allows the Department to continue enforcing water pollution control measures and comply with federal water pollution control act requirements without the previous rule-promulgation restrictions
