Adds definitions for cybersecurity-related terms including cybersecurity assessment, incident, plan, and vulnerability to the Freedom of Information Act.

Expands the definition of "public body" to include state officers, legislators, and entities in the legislative branch, while excluding the legislative service bureau, senate fiscal agency, and house fiscal agency.

Excludes personal notes taken by public body members during meetings from the definition of public records if notes are for personal use, not circulated, and not used in meeting minutes.

Updates the definition of "writing" to include modern storage technologies such as hybrid drives, cloud storage, quantum networks and computing systems.

Adds "legislator" to the act's definitions and clarifies that the judiciary and office of county clerk acting as circuit court clerk are excluded from public body coverage.
