Requires manufacturers of digital electronic equipment to make diagnostic, maintenance, and repair parts, tools, and documentation available to independent repair providers and equipment owners on fair and reasonable terms.

Defines "fair and reasonable terms" to mean costs equivalent to those offered to authorized repair providers, or equitable pricing if not offered to authorized providers, without imposing unnecessary restrictions or conditioning on authorized repair arrangements.

Requires manufacturers to provide software tools at no charge and documentation at no charge for non-printed forms, or only actual preparation and delivery costs for printed forms.

Exempts motor vehicle manufacturers, motor vehicle equipment manufacturers, and motor vehicle dealers from these requirements when acting in that capacity.

Establishes civil penalties of up to $500 for violations, enforceable by county prosecutors or the Attorney General, and allows aggrieved individuals to sue for actual damages and attorney fees; effective 90 days after enactment.
