Creates the Michigan High-Speed Internet Office within the Department of Labor and Economic Opportunity with a director appointed by the department director.

Office may award grants and provide financial and technical assistance upon appropriation to expand broadband and digital infrastructure.

Office must coordinate with state departments on broadband matters, facilitate public-private partnerships, identify best practices, and provide digital literacy resources.

Office shall collect and analyze parcel-level broadband availability and adoption data, issue reports on market competition and service costs by region.

Office must serve as public point of contact with broadband providers and promote policies using modern broadband infrastructure (100+ Mbps downstream, 20+ Mbps upstream) for community revitalization, economic development, and workforce expansion.
