Adds exception to the prohibition on using juvenile diversion records, allowing research requests to be submitted to the state court administrative office or individual courts with a negotiated data use agreement.

Requires data use agreements to protect personally identifiable information from public disclosure and include provisions to prevent misuse and unauthorized disclosure.

Permits the state court administrative office or courts to release juvenile diversion records to researchers if a data use agreement is entered, with costs charged to the researcher to cover processing fees.

Requires courts to maintain records of all research requests received, granted requests, dates, and descriptions of data released.

Defines "data use agreement" and "personally identifiable information" for purposes of the statute, with data provided under agreements exempt from Michigan's Freedom of Information Act disclosure requirements.

Takes effect October 1, 2024.
