Removes "children's camps" and "children's campsites" from the definition of child care organizations and transfers their licensing authority from the Department of Licensing and Regulatory Affairs to the camp licensing act, effective September 1, 2025.

Expands the criminal history check definition to explicitly include latent fingerprint searches through the Department of State Police and Federal Bureau of Investigation.

Clarifies that staff members and unsupervised volunteers cannot have contact with children until providing central registry clearance documentation, and removes the previous exemption for camp staff members 21 years of age or older.

Allows former applicants or licensees whose licenses were denied or revoked due to central registry placement to request administrative review if they are subsequently removed from central registry, with potential waiver of the 5-year prohibition in section 15(4).

Renumbers and reorganizes multiple definitions within the child care organizations act for clarity, including changes to references for child care staff members, child placing agencies, and related family relationships.
