Summary of SB 695

• Replaces terminology throughout the Adult Foster Care Facility Licensing Act, changing "person" to "individual" and "shall" to "must" for consistency and clarity in legal language.

• Removes the definition of "adult foster care camp" as a separate facility type and eliminates camp licensing requirements, allowing camps to operate under general adult foster care facility rules.

• Creates a dedicated "Adult Foster Care Facility Licensing Fee Fund" to hold licensing fees rather than crediting them to the general fund; establishes new fee structure effective January 1, 2022, ranging from $100 for family homes to $500 for large group homes and congregate facilities.

• Adds definitions for "noncompliance," "substantial noncompliance," and "willful noncompliance" to clarify grounds for license denial, suspension, or revocation; modifies licensing violation language from "willfully and substantially violates" to "is in willful noncompliance or substantial noncompliance."

• Removes the restriction on issuing temporary licenses for facilities that would contribute to excessive concentration of community residential facilities and eliminates zoning approval requirements for facilities serving 6 or fewer adults.

• Takes effect September 1, 2025, and is contingent on enactment of SB 692.
