Authorizes the department to issue a secondary school facility license to cosmetology school license holders that operate a separate, classroom-based training location not offering services to the public.

Requires secondary school facility applicants to submit floor plans showing classroom arrangement, equipment placement, and entrance/exit locations, and prohibits public-facing equipment like styling chairs or hair-drying stations.

Mandates that all cosmetology training be provided by licensed instructors with a minimum of 3 years' experience in the services taught, and requires the facility to pass departmental inspection.

Requires licensees to display both the secondary school facility license and instructor licenses in a prominent, publicly visible location within the facility.

Voids the secondary school facility license upon any sale, ownership transfer, or location change, requiring a new application if the licensee wishes to continue operating; department must promulgate rules within 18 months of enactment.
