Establishes civil fines of up to $1,000 per violation for individuals who intentionally and knowingly make false statements or misrepresentations concerning election time, place, manner, voter eligibility, criminal penalties for voting, or voter registration status.

Requires that false statements be made with knowledge of their falsity and with intent to impede or prevent another person from voting.

Imposes civil fines of up to $10,000 on entities that employ individuals who violate this section, unless the entity demonstrates it had no prior knowledge of the planned false statement.

Provides a rebuttable presumption that local governments did not have prior knowledge of planned violations by their employees.
