Allocates $150,000,000 for the MI Kids Back-on-Track program in 2022-2023 to provide tutoring to students not proficient in math or reading based on state assessments.

Requires tutors to receive training in the science of reading, defined as evidence-based reading instruction practices addressing phonological awareness, phonics, fluency, vocabulary, and comprehension.

Establishes criteria for eligible tutoring programs including small group instruction (4 or fewer students), minimum 3 times per week for 20-30 minutes, consistent tutors throughout the year, and data-driven progress monitoring.

Allocates $600,000 to Clinton County Regional Educational Service Agency to work with the Michigan Association of Intermediate School Administrators to identify eligible tutoring programs, provide technical assistance, and report on program effectiveness.

Requires eligible districts and intermediate schools to post implementation plans on websites, collect and submit detailed tutoring outcome data by September 1 annually, and maintain transparency dashboards on program spending.
