Amends the 1939 water and sewage system rates collection law to add a definition of "provider" as a community water supply, publicly or privately owned, that provides retail water service in Michigan.

Requires a water provider to approve a lessee's request to transfer utility service into the lessee's name when the lessee submits such a request under the Landlord and Tenant Act (MCL 554.601d).

Defines "lessee" for purposes of utility transfer requests as a tenant as defined in the Landlord and Tenant Act (MCL 554.601).

Takes effect only if Senate Bill No. 554 of the 102nd Legislature is enacted into law.
