Restructures penalties for Schedule 1 and 2 narcotic drug violations based on substance type and quantity, creating tiered sentences that differentiate between heroin/fentanyl/carfentanil and other opiates versus other controlled substances.

For 1,000+ grams of mixture: heroin, fentanyl, carfentanil, or opiate derivatives subject to life imprisonment or up to $5,000,000 fine; other substances subject to life imprisonment or up to $1,000,000 fine.

For 450-1,000 grams of mixture: heroin/fentanyl/carfentanil substances subject to up to 40 years imprisonment or up to $1,000,000 fine; other substances subject to up to 30 years imprisonment or up to $500,000 fine.

For 50-450 grams of mixture: heroin/fentanyl/carfentanil substances subject to up to 30 years imprisonment or up to $500,000 fine; other substances subject to up to 20 years imprisonment or up to $250,000 fine.

For less than 50 grams of mixture: heroin/fentanyl/carfentanil substances subject to up to 25 years imprisonment or up to $50,000 fine; other substances subject to up to 20 years imprisonment or up to $25,000 fine; effective 90 days after enactment.
