Modifies the violation provision to apply when retailers or their agents make dishonored payments to wholesalers for "any reason" rather than limiting violations to payments dishonored for "lack of sufficient funds"

Removes references to the commission and the state as payees, limiting the dishonored payment violation to payments made to wholesalers only

Requires wholesalers to impose administrative fees on retailers for dishonored payments on a tiered schedule: $50 for the first offense, $100 for the second, $150 for the third, $200 for the fourth, and $250 for the fifth or subsequent offense

All administrative fees apply within a 12-month period from the first dishonored payment
