Creates the "Statewide Higher Education Security Operations Center Act" to establish MiSOC, a coordinated cybersecurity defense organization operated by Michigan's public universities in partnership with Merit Network, Inc.

MiSOC shall provide 24/7 threat detection, prevention, and response capabilities to defend participating public universities from cyberattacks during a 3-year deployment and testing phase.

MiSOC shall leverage academic expertise through cybersecurity research, internships, curriculum development, and workforce training to support Michigan's economic development in cybersecurity professions.

After the first year, MiSOC shall offer cybersecurity services to community colleges, intermediate school districts, public K-12 entities, public libraries, and other interested public entities.

Creates the Statewide Higher Education Security Operations Center Fund administered by the Department of Labor and Economic Opportunity, with money appropriated only for MiSOC startup and buildout costs.
