Establishes a 1-to-2 ratio of journey or master plumbers to apprentices on jobsites, with enforcement by the department or enforcing agencies on a jobsite basis.

Imposes escalating penalties for plumbing contractors who violate the apprentice-to-supervisor ratio: $5,000 fine for first violation, $10,000 for second violation, and minimum 90-day license suspension for third violation.

Allows the apprentice registration period to be extended at the board's discretion upon request by the apprentice.

Directs the department to pay collected administrative fines to the enforcing agency that discovered the violation, and entitles the department to recover actual costs and attorney fees for investigations and adjudications.
