Beginning with the 2025-2026 school year, each Michigan public school must establish and maintain a school library housed in a central location outside of a physical classroom that provides an environment for expanded learning and supports varied student interests.

School libraries must provide organized, cataloged collections and services in both print and electronic form that support student independent reading, learning for enrichment, and the school's curriculum, with equitable access for pupils and teachers ensured by building administrators.

Each school library must adopt an intellectual and academic freedom statement and a collection development policy following best practices, including procedures for materials selection, deselection, and reconsideration.

School libraries must serve as community resources by providing parents, guardians, and community members access to library resources as determined appropriate by the school.

Beginning with the 2025-2026 school year, each public school must ensure its library participates in an interlibrary loan system, effective 90 days after enactment, contingent on passage of Senate Bills 742 and 743.
