Appropriates $200.00 from the state school aid fund for fiscal year ending September 30, 2025 (replaces previous $18,364,157,800.00 allocation for fiscal year 2024).

Appropriates $200.00 each from multiple education funds for fiscal year 2025, including the general fund, community district education trust fund, school consolidation and infrastructure fund, school transportation fund, enrollment stabilization fund, school meals reserve fund, great start readiness program reserve fund, and MPSERS retirement obligation reform reserve fund.

Specifies that general fund allocations must be expended before state school aid fund money, with unexpended general fund allocations transferred to the school aid stabilization fund at fiscal year end.

Updates payment terminology in section 17b from "shall" to "must" for distribution of state aid to districts and intermediate districts on the 20th of each month in 11 equal installments.

Clarifies that grant payments must follow the established monthly installment schedule, and authorizes the superintendent to advance funds up to 30 days early upon written district request and state treasurer and budget director approval.
