Removes detailed appropriations for 15 public universities (including University of Michigan, Michigan State University, Wayne State University, and others) and eliminates subsidies for specific programs like the Martin Luther King Jr. - Cesar Chavez - Rosa Parks program and tuition grants.

Eliminates all grants and financial aid appropriations including state competitive scholarships, tuition incentive program, and Michigan achievement scholarships ($447,283,200.00 reduction).

Updates the distribution schedule for remaining funds from October 16, 2023 to October 16, 2024, with institutions accruing payments to the fiscal year ending June 30, 2025.
