Removes all fiscal year 2023-2024 specific provisions including retirement contribution offsets ($7,189,000.00), participating entity payments ($105,800,000.00), and special program funding for career navigators, Michigan Reconnect, infrastructure, and workforce development projects.

Changes payment distribution schedule from October 16, 2023 to October 16, 2024, with monthly installments continuing through August 2025 accrual to institutional fiscal years ending June 30, 2025.
