Requires electric providers regulated by the Michigan Public Service Commission to file tariffs within 60 days offering rebates for customers who install behind-the-meter eligible electric generators and energy storage systems.

Provides rebates of $500 per kilowatt of nameplate capacity for eligible electric generators, with double the amount ($1,000 per kilowatt) for income-qualified customers earning up to 200% of the federal poverty level.

Provides rebates of $300 per kilowatt-hour of nameplate capacity for energy storage systems, with double the amount ($600 per kilowatt-hour) for income-qualified customers, in addition to generator rebates where applicable.

Prohibits electric providers from owning, controlling, or having direct access to behind-the-meter generators or storage systems installed by customers.

Allows electric providers to defer initial tariff implementation costs until a general rate case, at which point they may seek cost recovery from ratepayers using a commission-approved methodology.
