Requires drivers approaching a stationary emergency vehicle displaying red, blue, white, or amber lights to reduce speed by at least 10 mph below the posted limit and move at least 1 lane or 2 vehicle widths away, or proceed with due care if such movement is not possible.

Changes violation penalty from a misdemeanor (up to $500 fine or 90 days imprisonment) to a civil infraction with a $400 fine.

Maintains felony penalties for violations causing injury (up to $1,000 fine or 2 years imprisonment) or death (up to $7,500 fine or 15 years imprisonment) to emergency personnel.

Exempts drivers on divided highways from the requirement to slow down or yield for emergency vehicles stopped across the dividing space, barrier, or section.

Repeals section 653b of the Michigan vehicle code.
