Allows road service vehicles (clearly marked vehicles that assist disabled vehicles) to be equipped with flashing, rotating, or oscillating blue lights, activated only when assisting a disabled vehicle at a traffic accident or disablement scene.

Permits authorized emergency vehicles, road service vehicles, commercial snow removal vehicles, tow trucks, and wreckers to use roadside flares in nonemergency situations under new section 682d.

Authorizes wreckers to be equipped with flashing red or blue lights (in addition to existing amber lights), activated only when removing or assisting a vehicle at a traffic accident or disablement.

Clarifies the definition of "road service vehicle" in the vehicle code and allows persons engaged in road service vehicle operations to receive and possess blue or red flashing lights under specified conditions.

Modifies civil infraction penalties for wrecker violations of highway restrictions, establishing fines of $250.00 to $500.00 for noncompliance with designated roadway lists.
