Creates the office of the FOIA ombudsman within the legislative council, appointed by and serving at the council's pleasure.

Authorizes the ombudsman to investigate complaints from FOIA requesters, potential requesters, or legislators concerning alleged violations of the Freedom of Information Act, or to initiate investigations on their own initiative.

Grants the ombudsman broad investigative powers including access to all public records (including exempt records) and authority to interview public body employees, hold hearings, and request testimony.

Requires the ombudsman to prepare reports with findings and recommendations within 30 days of completing an investigation, with the council authorized to forward reports to affected parties.

Establishes protections including confidentiality of ombudsman correspondence, prohibition on penalizing FOIA requesters for filing complaints, and duty to assist requesters with FOIA requests and fees.
