Expands the definition of "public body" to include accredited zoological institutions receiving tax proceeds under the Zoological Authorities Act (2008 PA 49) and their governing bodies.

Clarifies that "public body" excludes the judiciary and the office of the county clerk when acting as clerk to the circuit court.

Makes technical corrections including replacing "electronic mail" with "email" and "which" with "that" throughout the statute.
