Excludes student athletes participating in intercollegiate athletics at public universities from public employee status and collective bargaining rights.

Clarifies that public school employees' strikes include actions taken to protest or respond to unfair labor practices by the public school employer.

Preserves public employees' right to express views and grievances on employment conditions without interference as long as work duties are performed fully and faithfully.
