Adds the catastrophic claims association board created under the insurance code to the definition of "public body" subject to the Open Meetings Act.

Includes meetings of the catastrophic claims association board within the definition of "meeting" requiring open public access.

Exempts the catastrophic claims association board from closed session requirements when deliberating the merits of a case, consistent with other quasi-judicial bodies.

Modifies Open Meetings Act language to use gender-neutral pronouns ("the member" instead of "he or she").

Removes expired COVID-19 related social distancing and facility cleaning requirements that were set to expire April 1, 2021.
