Allocates $55,000,000.00 from the general fund to a postsecondary institution to establish a grant program for reading scholarships for eligible children by August 1, 2024.

Eligible children are those in kindergarten through grade 5 who are enrolled in a school district and are less than proficient in reading based on available assessment data.

Reading scholarships provide up to $1,000.00 per eligible child for services including instructional materials, tutoring, summer programming, or after-school education focused on reading and literacy improvement.

Parents or legal guardians apply for scholarships through a postsecondary institution's application process and select eligible services from a catalog that must be publicly available.

Postsecondary institutions may use up to $1,000,000.00 of the allocation for administrative costs and may charge a fee not exceeding 3% per application submitted.
