Authorizes the state administrative board to convey approximately 36.92 acres of state-owned property in Tuscola County to the Tuscola Area Airport Authority for $1.00 within 2 years.

Property must be used exclusively for public use as defined in the act, including general government, law enforcement, emergency management, education, transportation, parks, and public health purposes; excludes for-profit enterprises and uses closed to the public.

Requires equal fees, terms, and conditions for all members of the public if any charges are imposed; grants state right to reenter and repossess property if conditions are violated.

State retains rights to 50% of gross revenue from any oil, gas, or mineral development on the property, deposited in the general fund; reserves all aboriginal antiquities and related exploration rights.

Department of Technology, Management, and Budget manages conveyance; Department of Health and Human Services responsible for property maintenance until transfer; Tuscola Area Airport Authority reimburses state for demonstrable preparation costs.
