Adds new subsection (11) authorizing the Michigan Liquor and Cannabis Regulatory Commission to issue a license to Macomb Community College's governing board for alcohol sales on licensed premises at the Expo Center Complex and John Lewis Student Community Center, provided the license was originally acquired on the open market at fair market value.

Renumbers existing subsections (11) and (12) to (12) and (13) to accommodate the new Macomb Community College provision.

Clarifies that licenses issued under subsection (1) are nontransferable and requires licensees to pay the fee required under section 525.

Updates grammatical language in subsection (10) regarding Lake Superior State University from "is" to "are" for proper subject-verb agreement with plural "premises."
