Amends mental health code sections 409 and 972 to establish a 3-hour maximum timeline for preadmission screening units to complete psychiatric assessments after hospital notification, with allowance for a clinically qualified individual to perform assessment if the unit cannot meet the deadline.

Permits use of telehealth services to complete psychiatric assessments required under the preadmission screening process.

Clarifies that preadmission screening unit supervision requirements may be waived under subsection (4) if assessment cannot be completed within 3 hours.

Requires the department to establish minimum standards for crisis stabilization units including psychiatric supervision levels consistent with psychiatric hospital settings, billing prohibitions, staff ratios, and complaint procedures separate from providers.

Takes effect 90 days after enactment.
