Directs development of a proposed trial court fee schedule that attributes operational costs to individual cases without adding costs based on case length or constitutional rights exercise, including uniform indigency standards.

Mandates creation of a statewide uniform court debt collection system in collaboration with the Department of Treasury, addressing debt types, fund disposition, payment priorities, and operational costs.

Requires development of a statewide trial court fund system to distribute court revenue based on the difference between operational costs and maintenance of effort for each court, with estimated state general fund expenditure ranges.

Directs development of legislative proposals and a comprehensive report to the Governor and Legislature by May 1, 2026, addressing trial court funding mechanisms and judicial benefits costs; bill takes effect only if SB 815 is enacted.
