Appropriates $27,339,200 in capital outlay funds for fiscal year ending September 30, 2024, consisting of $27,339,100 from the Michigan Natural Resources Trust Fund and $100 from state general fund/general purpose

Funds 45 Michigan Natural Resources Trust Fund projects totaling $20,219,100 in grants-in-aid to local units of government for land acquisition (approximately $10,398,500) and park/trail development (approximately $9,820,600)

Authorizes $100 state building authority financed construction for Grand Rapids Community College's Learning Resource Center/Library Learning Commons project (total authorized cost $35,000,000)

Requires grant recipients to dedicate acquired lands to public outdoor recreation in perpetuity, replace converted lands, and provide state with 1/6 minimum royalty interest in retained minerals for parcels exceeding 5 acres

Lapses previously appropriated funds from withdrawn projects totaling $508,500 from 2021 and 2022 appropriations back to the Michigan Natural Resources Trust Fund for reappropriation
